I. Purpose

This policy establishes guidelines for Internet documents that are electronically published as part of a Web Site appearing on the World Wide Web and hosted on the Barry University computer system. These guidelines are created to ensure that official Barry University material seen by persons outside the University is accurate, consistent, and meets with the approval of the University's administration. This policy also strives to address the concerns of faculty, staff, and students including their need to publish freely and openly on the Internet. That freedom will of course be constrained by the limitations imposed by local, state, and federal laws, including copyright law, and other University policies, rules, and guidelines.

II. Responsibilities of Web Publishers

  1. To ensure that electronic web publications reflect appropriately on Barry University, all web pages and publications will be periodically reviewed. If a publication appears to conflict with the University's mission and values, or violates copyright or other federal or state law, that page may be subject to immediate removal from the system. The web publisher will be notified that specific pages are to be de-activated and will be given an opportunity to appeal through appropriate channels. Violation of this policy could result in disciplinary action in accordance with the applicable Barry University procedures.
  2. Publishers of documents on the World Wide Web are expected to read and comply with Barry University's WWW Style guide. Pages and publications should be consistent with those guidelines and any links from those pages to the main University home page should generally follow the standards established in the WWW Style guide.
  3. All faculty, staff, and students have the right to refuse to have a web page or can withhold information about themselves on a web page. Consequently, no person, organization, or entity at Barry University should publish a web page or other Internet document for someone without their consent.
  4. Access to University computing and networking resources is a privilege available to all members of the University community. Certain responsibilities accompany that privilege. All users of the resources should be familiar and comply with the policies and guidelines herein as well as the Barry University Computer Usage Policies .

III. Eligibility to Create Web Pages and Publications

  1. Web pages and other Internet publications linked to the Barry University Home Page may be created by officially constituted academic schools, divisions, departments, programs, centers, institutes, administrative departments, or registered student organizations.
  2. Faculty, and staff may create Internet publications for departmental and instructional use. Faculty are encouraged to create course home pages to enhance and supplement their academic offerings.

IV. Policy Guidelines

A. Official University Web Publications

  1. All official Barry University electronic publications must be approved by the vice president who has administrative oversight over the area the Web publication represents, or by his/her designee. An official document or publication is one that purports to represent Barry University and its official activities, programs and departments. Some examples of official publications are: University, school, and departmental policies, academic/curriculum information, recruitment and admission materials, financial aid guidelines, etc.
  2. All official University Internet documents or publications must have a link on the first page pointing to the official University non-discrimination statement that will be on the University's Homepage. The president of the University, or her designee, will prescribe the format of this comment line and the content and placement of the statement.
  3. A University division, school, and department may develop distinctive Web publications provided that division, school, or departmental Web publication contains or adheres to certain required elements and criteria.

    The required elements for all official Internet publications are:

    1. All names used are official names recognized by Barry University.
    2. To use images or photographs other than those provided by the Office of Publications and Advancement, Division of Enrollment Management, which show a person(s), the user must have a release from each person(s) depicted in the image or photograph. The Office of Publications and Advancement, Division of Enrollment Management can provide assistance with stock photographs and graphic devices.
    3. The use of any computer-enhanced or otherwise altered photographs must be clearly identified as such.
    4. Service marks or trademarks must be used only with the express written permission of the person or organization that owns the trade or service mark.
    5. The use of copyrighted material must be within the spirit of "Fair Use" or with the express written permission of the person or entity that owns the copyright. In addition, refer to 10 Big Myths about copyright for more information.
    6. A WWW copyright statement should be placed on the index page or main page of each official web page or publication.
    7. All division, school, and departmental Web pages must have a link back to the Barry University HomePage .
    8. The Web publication must contain a contact name, e-mail address, and date of last revision somewhere on pages or within the document.
    9. Information on the Web publication must be kept up-to-date, as appropriate. The Web publication should be up-dated at least annually. Outdated information should be replaced as needed: hourly, daily, weekly, etc. Web publications that contain out-of-date information may be unlinked by the Barry University main page webmaster and/or the vice president who has administrative oversight over the area the Web pages represents or by his/her designee.
    10. The division, school, or department creating the Web page or publication is responsible for ensuring that the information published and represented is factually accurate and that the information is presented using the highest editorial standards (spelling, punctuation, grammar, style, etc.). If errors are identified, the person responsible for the Web page will ensure that the necessary corrections are made in a timely manner.
    11. To avoid duplication of effort, inconsistencies, and impact on the system, web publishers are encouraged to discover if the information they wish to publish already exists on the Barry University system and if so, to link to it rather than recreate it.
    12. The primary pages for a division, school, or department must be cleanly designed using only features that are commonly available in most browsers

B. Unofficial Pages

  1. The University recognizes that individual faculty, staff members, or students as well as faculty and student organizations may desire to create Web pages or other Internet publications incorporating individual requirements. The content of those Web pages outside the scope of section A of this Policy must not violate applicable export laws and regulations, must not constitute copyright or trademark infringement, and must not violate any other local, state, or federal laws.
  2. The content of unofficial Web pages or publications shall be in good taste, related to the educational mission of the University , and specifically, to the average person applying contemporary community standards, the dominant theme of the document and pages taken as a whole shall not appeal to prurient interest.
  3. All unofficial Web pages must be in compliance with all appropriate Barry University policies, guidelines, rules, and procedures, such as the University's Academic Computing Usage Policy and the Student Handbook . Further, it is expected that the content of such Web pages or publications will not be in conflict with the guidelines provided in this policy.
  4. Any person wishing to publish a personal web page or other publication on the Barry University system must complete the "World Wide Web Account Application" form prior to the establishment of the account.
  5. The welcome page of unofficial Web pages must carry in a visible, readable form the following disclaimer:
    1. "The views, opinions, and conclusions expressed in this page or document are those of the author or organization and not necessarily those of Barry University or its officers and trustees. The content of this material has not been reviewed or approved by Barry University, and the author or organization is solely responsible for its content."
  6. Each page in the site must include a link to its initial page and to the disclaimer.
  7. Unofficial Web pages may not be used for commercial or business purposes.

C. Pre-Policy Web publications

The University recognizes that some Web were created prior to the adoption of this Policy. Those existing Web pages must be brought into compliance with the requirements of this Policy before the end of the Fall 1997 term. Any pages not in compliance with this policy at the end of the Fall 1997 term will be subject to immediate removal from the University's Web server.
