•The members of the Blueprint Commission, working with expert advisors, worked to address a multitude of issues and create a new path for Florida’s juvenile justice system, which can be summarized as follows:

1.The State of Florida must invest in a continuum of services that can provide the right services at the right time in the least-restrictive environment, while continuing to provide serious sanctions for youth involved in serious and violent crime, where appropriate.

Blueprint Findings
DJJ budget was $704 million last year, less than 1% of total State budget, of which:
•$306 million spent on commitment.
•$137 million spent on detention centers
•$163 million spent on diversion
•$68 million spent on prevention [Note: rest on administration, or $30 million]
