Bio:

Prior to his appointment at Barry University School of Law as Associate Professor and Director of Clinical Programs, Professor Glynn was an Assistant Professor of Law and Director of Clinics at University of Arkansas at Little Rock School of Law (UALR). While at UALR, he helped develop a juvenile / family clinic, mental health clinic, and mediation clinic. He has also taught at Florida State University and served as a fellow at Georgetown University Law Center. Professor Glynn took an eighteen month leave of absence from his position as Professor at Barry in 2003-2004 to be the founding Executive Director of Florida’s Children First, a statewide child advocacy organization.

Professor Glynn has written Arkansas' Missed Opportunity for Rehabilitation: Sending Children to Adult Courts, 20 U. Ark. Little Rock L.J. 77 (1997); Multidisciplinary Representation of Children; Conflicts over Client Communications, 27 J. Marshall L. Rev. 617 (1994); a revision to Chapter 14, "Dependency Adjudications," of the Florida Juvenile Practice Manual and recently a revision to Chapter 15 “Dependency Dispositions” of the Florida Juvenile Practice Manual.

Professor Glynn focused his practice on the representation of children in the courts and is very involved in the Florida and American Bar Associations and serves on the Board of Directors for the National Association of Council for Children.

Teach environmental law, children’s law and clinical courses. Created and administered clinical programs including fund-raising, program development and curricular development for externships and in-house clinical courses. Hired and supervised staff which grew from one to twelve full-time members. Supervised externship placements and taught classroom component of externships. Supervised students in children/families clinic and social justice clinic. Obtained a $1,001,000 in grant funds. Created attorney ad litem pilot project to provide attorney representation for children. Assisted in the development of a Children & Families Certificate Program. Organize continuing legal education programs on children's law issues.

Florida's Children First, Inc.

Executive Director, May 2003 – November 2004

Worked with the Board of Directors to create this unique state-wide non-profit which advocates for kids at risk, especially foster children. Hired and supervised staff. Raised funds to support the work of the organization raising over $400,000 in funds and in-kind contributions in 2004. Developed network of support including many pro bono attorneys. Worked with child advocacy community to strengthen efforts for children. Worked with elected officials and government employees to improve services for children. Supported the litigation, public relations and government advocacy of the volunteers of the organization. Developed public relations material and resources for the media and the public on important topics. Organized and taught continuing legal education programs.

University of Arkansas at Little Rock School of Law

Administered clinical program including fund-raising, program development and curricular development, and supervised third-year law students representing indigents parties involved in family law cases. Developed three clinical programs: family/juvenile; mental health law; and mediation. Taught Law Office Management course. Obtained a federal grant, and created the first court-annexed mediation program in the State of Arkansas handling dependency mediations. Raised the funds for a tax clinic which began in the Fall 1999 semester.

Supervised student externs in civil, judicial and administrative placements. Taught and supervised third-year law students representing indigent children in delinquency, dependency and administrative hearings. Developed course curriculum and materials for the only in-house clinic at Florida State University College of Law.

Participated in two-year fellowship program involving representation of indigent criminal defendants charged with misdemeanors and major felonies, including murder and armed robbery.
