Dr. Richard Orman is Professor of Public Administration at Barry University. He created the curriculum for both the Bachelor of Public Administration degree and the Master of Public Administration for Barry. Prior to joining Barry University, Dr. Orman was on the faculty of the School of Public Administration at Florida Atlantic University and served as its initial director. Dr. Orman holds a Master of Regional Planning from Syracuse University and a Ph.D. in Metropolitan Studies from the Maxwell School of Citizenship at the same institution. Currently, he is a member of the Retention and Dismissal Committee and the Grade Appeals Committee of the university. Dr. Orman is providing guidance to the school toward accreditation of the Master of Public Administration by the National Association of Schools of Public Policy and Administration. Toward that end, he serves as the NASPAA Principal Representative.

In addition to his service through education, Richard has been an active participant as a professional. He is a former city manager and city planner. As a planning consultant he has authored more than 40 comprehensive plans and land development regulations. He was recently nominated by the Florida Chapter of American Planning Association to be a Fellow of the American Institute of Certified Planners. For seventeen years he was an elected board member for the Northern Palm Beach County Improvement District. From 1980 to 1988, he served on the Board of Treasure Coast Regional Planning Council appointed by Governor Graham. He worked for the U.S. Agency for International Development (USAID) in both Russia and Bulgaria training local government officials in those newly emerging democracies. Dr. Orman also developed the professional certification and training program for the Florida Redevelopment Association which accredits professionals working for Community Redevelopment Associations.

Richard has published numerous professional papers and articles and currently is writing his text Public Private Enterprise.
