Recent Publications

Prior to joining the faculty at Barry, Professor Tolan practiced law as an Air Force Attorney (JAG) and culminated his 21 years of service as the Senior Attorney/Advisor to the Installation Commander at Hanscom Air Force Base in Massachusetts. In this role he supervised a busy staff providing comprehensive civil and criminal law support to the host Wing, the Electronic Systems Center, MIT Lincoln Laboratories, two Air Force Research Laboratories, and hundreds of defense organizations throughout all of New England. A key role was affording tax assistance, wills, and powers of attorney to hundreds of members from all branches of the service deploying in the global war on terrorism.

Other highlights of his Air Force practice include both civil and criminal litigation as well as environmental restoration and compliance. His team was recognized by the Governor of the State of New Mexico for its outstanding recycling initiatives. He also successfully defended a $2 billion Natural Resource Damages claim.

Professor Tolan taught a variety of subjects at the United States Air Force Academy and served as course director for Government Contracts, Law for Air Force Officers, and the Journal of Legal Studies. He also served as team leader for creation of the Air Force JAG Professional Writing Program. He is the author of several law review articles, primarily concerning government contracts and environmental issues.
