Barry Law Professor Seema Mohapatra on News 13 Segment on Health Care Bill

Barry Law professor Seema Mohapatra was featured in a segment on Orlando's News13 about the battle over repealing and replacing the current health care bill.

Mohapatra spoke to News13's David Bodden about why there have been difficulties in finding a replacement for the Affordable Health Care Act and what issues surround it.

"One of the problems with the current law is that there are not enough healthy people in the [insurance] pool," Mohapatra said. "Insurance works with risk pooling. There are healthy people and unhealthy people -- and then it's a healthy insurance market."

She noted that many healthy people choose to pay the penalty for not having insurance versus actually paying for insurance and that leaves an unbalanced insurance pool.

Mohapatra noted that while it is going to be very difficult to find a replacement for Obamacare, it is too early for repeal and replace efforts to be considered done and that discussions could still go on for a longer period of time.
